75000 MORE MEDICAL SEATS TO BE CREATED OVER NEXT 5 YEARS

Will create 75,000 new medical seats in next 5 years: PM Modi says in Independence Day speech




Though I do not trust politicians even when they make tall claims on floor of the house (We are removing healthcare from purview of Consumer Protection Act & Bhartiya Nyay Sanhita)  but I have to give weightage to statement made by our honorable Prime Minister from the ramparts of red fort in his Independence day speech. Do we have employment opportunities for the additional 75000 doctors every year ? Already as per statement made by health minister in parliament we have surplus doctors in India when compared to the WHO criterion of 1 doctor for 1000 population. The number of Primary Health Centers in the country have not increased in past 4 decades, the number of vacancies for post of an MBBS medical officer to work in these PHCs remains static around 3000 per year. What then are these 1,85,000 MBBS doctors (total) produced every year supposed to do. Quality of MBBS training, NEET PG coaching, and quality of candidates qualifying for NEET UG with 16-18 percent marks all these factors contribute to surplus qualified unemployable medical graduates. 

Even our post graduate training with zero percentile as qualifying score  does not inspire confidence. On top of it our training programs focus on teaching some theory, use residents as glorified clerks and expect them to learn skills which would be necessary for them to practice their speciality in Senior Residency. However All the MBBS doctors do not get Post graduate seats, and all post graduates do not get Senior Residency, and similarly all the Senior residents do not get DM/MCh. There is going to be a very wide base comprising of MBBS doctors and partially trained specialist doctors who will be labelled  as unemployable but qualified. This surplus will then be shown as achievements of the Government and used to garner votes in elections.

The surplus of qualified graduates, post graduates and even superspecialists will confuse the general public and more importantly will result in a rate war within the doctors. This will ensure low cost poor quality healthcare  and  those who do not survive in cities will go to towns and villages as entrepreneurs which is what the Governments want. Medical education specially that sold in private medical colleges owned by politicians is lucrative business only till the time the  “mango people” do not realise that facts. This myth that medical education is the golden ticket will burst very fast. The cut throat competition amongst doctors will encourage corruption and unethical practices  ultimately to the detriment of the public. However as has been happening for the past many decades the Governments whose policies and low budget for healthcare are primarily responsible for the abysmal situation for those who flock to Government hospitals will deflect the blame and put forth the  favourite scapegoats “doctors” to face the public anger.
