GAL- Law Guardians

How is the Law Guardian/GAL appointed? Do both parents pay for this
persons services? When the GAL works for the children, does this mean
we could talk through this "mediator" when it comes to visitation
times, and any disputes about child support, etc. instead of talking
directly to the other parent?

Once custody is changed from one state to another, do we need to
appoint a new GAL in our state? Also will we need to refile everything
after 6 months from Illinois to Georgia (as the jurisdiction changes
after the children have lived in a new residence for 6 months, is that
right?).
