*I know there are many questions on Stackoverflow, for example, but I can't really seem to trust the answer for some reason. I must disable some Windows Task for what I need, but it looks like I might have problems with Visual Studio later, so to confirm that it is safe to do, I posted a question here. On Visual Studio Developer Community, it gets a bit confusing when someone is answering someone's/my question.
I like this IDE. Though, the only thing is, when the system itself is idle, the laptop's CPU fans start to get loud for a bit. If I look at the Task Manager in time, I can see BackgroundDownload.exe spawning and loading 100% of CPU and Disk, despite that my laptop has an SSD with a speed up to 500MB R/W, and a Ryzen 7 CPU, still uses 100% of system resources.
It also creates folders in %TEMP%. These folders occupy 40MB of Disk Space and get cleaned up to 72KB later, though sometimes the size of the user temp folder is insane due to directories Visual Studio creates for BackgroundDownload.exe. Their names is just a string with random characters, + a dot and 3 more random characters.
I don't think this is an important information, currently though I wouldn't change these settings because I don't need to use Visual Studio at the moment, because, for some reason, I must open the Solution to change these settings.
This is a ridiculous problem though. My CPU was just getting absolutely pegged every 15 minutes, kicking on all my fans and crawling my laptop. All for visual studio to check for an update? It would happen so quickly too i couldn't even see what processes was doing it. I finally just found it today by luck after about a week.
Also in msconfig sevice, hide all microsoft services, then find visual studio and uncheck box. It is not necessarry beacause if background donload finishes it stops and doenst open until there is new versions of code editor or extentions.
I'd suggest you manually install the latest available release (v50.3.67 as of this wrighting, or v49.4.68 is you don't want a Beta) and see if this prevents the downloads from continuing. You can get the latest Stable or Beta releases in the Beta Testers section of the forum. If you choose the Stable version, make sure you log in to your Account page and disable the Early Releases option, or you might find that the Beta version is pushed out to you automatically again.

I Limited Bandwidth to 1KB to try to stop it, Didn't help
I Added Dropbox Update.exe to Windows Firewall too. Also didn't help
