Trying to find out where this was spotted. Moving fast, long neck. I thought maybe a heron, maybe a green heron?

Feathers on head, on the bank of a retention pond on Milwaukee north of Half Day Road in Lake County.
 
Now I'm thinking it's a r-b merganser. Any other thoughts?

Definitely a Green Heron. Black crest, maroon-chestnut cheeks & neck, black bill.
