to IBET - Illinois Birders Exchanging Thoughts

I had probably two of these flying over Park Ridge yesterday and I was wondering if anyone could tell for sure what it is. It was soaring away from me and at one point it just stopped moving even though there weren’t very high winds down at the ground so I thought that was interesting. I’m thinking it might be broad winged hawk?
