even china placed at third place, Peking University' I think we should learn a lession from China, and there is a greate need to overhall existing higher education/technical education in India on the line of china , instead of mushrooming sub-standard higher education institutions.

There is a difference. IITs are not full universities. Whereas at least a dozen universities from China (and of course small countries like Korea) figure in the list, there is no Indian university in the list. This is a very dismal state.
