Don't have much information on the same but your terminal need to support Hindi font.Generally in Fedora , in  /lib/kbd/consolefonts we have got certain xyz.psf.gz file which are responsible for console fonts.
Now we can edit those .psf.gz file with the help of a utility and can change the fonts as we want.

In ubuntu we have them in /lib/consolefonts.
you can use a hint given in below link that how to change terminal font if you have any .psf.gz file for hindi in your /lib/consolefonts.
http://askubuntu.com/questions/97469/what-is-the-default-debian-ubuntu-console-tty-font-called

you can change any .psf.gz file using NAFE (.psf editor) and change its letters according to you.
There may be a chance that a .psf.gz file for hindi is also availiable.

Hope this helps. This is what i had done during one of my project in Fedora to change the terminal font.I cant exactally remember the name of the utility to change the .psf file but i think NAFE is the one.

https://bugs.launchpad.net/ubuntu/+source/vte/+bug/381429
also

Google search

INDIAN LANGUAGE SUPPORT IN GNOME-TERMINAL B.Tech
http://foss.coep.org.in/fosslab/Indian-Language-support-in-gnome-terminal.pdf

YOu will get pdf. I guess, the proposed solution still not integrated with Ubuntu release. One need to push the solution into the release or maintain some sort of PPA.

special terminals are available which support hindi fonts better. I recall one of them called mlterm.

probably some extra installation is required. Used to work in some older versions.
