Why don't you try hardcoding the user id/password of your broadband connection in your modem/router.

goto System >> preferences >> network connection >> mobile broadband tab >> add
give the proper APN and username and passwd if required

or  use gnome-ppp through root account and give the detail
do all these after connecting your devises/ etc

Every modem has an IP and one can setup automatic dialing of PPPoE connection by hardcoding the user-id and password. The general IP for a ADSL modem or router is 192.168.1.1 . However, this need not be same for all routers. The IP to access the router/modem configuration will be given in the manual. So, just type-in the IP in your browser and this allows you to configure the modem for automatic dialing.

Cheers,

Naren

its a lan wire coming from a cable operator. so no idea of the device
used here. i just create windows dialer as i mentioned below, feed in
the user name and password. and then i surf..

current way using /creating broad connection on windows is
to use in windows i go to network connection--> create new conection--
>connect to internet-->set up my connection manually-->connect using
broad band connnection that required name and password.

when the dialer is created i go to properties of dialer then
networking -->internet protocol (Tcp/ip)--> obtain an IP address
automatically.

type of broadband connection to make :PPPOE

Did you try setting up a DSL connection in System/Preferences/Network connections. This is in Ubuntu 10.04. I don't think this will be much different from 9.10. You have mentioned that you are creating a connection in System/Administration/Network. Try setting it up as a DSL connection.

Cheers,

Naren
