The UPA: 2004 - till whatever date "it" chooses, not the people: could be even beyond 2014!

The UPA edged the NDA in 2004 to assume the mantle of steering India
with an election fought on slogans like 'Aam Aadmi' etc. To be sure,
the NDA had left the exchequer in a decent state with most indexes in
a healthy state(IIP,WPI,CPI etc) ...So, the UPA need not have had to
resort to exceedingly drastic measures to bring the nation on
track(One thing which the next Govt has to resort to)...it had just to
maintain the momentum, add something here..delete elsewhere etc.
The period between 04-08 can perhaps be
described as the Boom period as there was a confluence of
International resurgence coupled with an energetic National
sentiment..the upshot of which saw India register a growth upwards of
8%..even reaching 9%!
"Growth permits governments to institute reforms - It creates space
and opportunity for Reforms apart from making them affordable". The
reforms which are being discussed widely were the ones which could
have seen the light of the day between 06-08.
HOW DID the UPA UTLIZE the GROWTH?
The UPA instituted the NAC(National
Advisory Council) and floated the flagship pgms of Bharat Nirman,
NREGA and still nurses dreams of the National Food Security Bill
etc.Also, to "GARNER VOTES", the UPA wrote off the farm debt
aggregating to Rs 72,000 crore.
The NREGA, going by the reports of the
Planning Commission itself has had major shortcomings - NREGA has
increased BLACK MONEY via siphoning of funds, the "majority" of the
works undertaken have been "DIGGING POTHOLES, FILLING THEM and DIGGING
THEM AGAIN" - Not creation of INFRASTRUCTURE! NO SKILL DEVELOPMENT -
Instead, the well-known story of "PROVISION of Money(doles) instead of
IMPARTING WORK SKILLS which would ensure self-reliance" was repeated.
The only change was in the nomenclature - From NREGA to MNREGA!!

LESSON: You mismanage the MACROECONOMY, there will be NO CASH for
DEVELOPMENTAL PROGRAMMES + DEVELOPMENTAL PGMS have to sustainable
..NOT IDEALISTIC, SHOULD BE WITHIN LIMITS - In Kannada "Haasige
IDDASHtu Kaalu chaachu"!! What jargons - UNIVERSAL EDUCATIOn,
UNIVERSAL PDS, FOOD SECURITY..Now, there is NO MONEY LEFT even FOR
"TARGETTED PDS"!!!! Hence, we need to PULLOUT the INDIAN ARMY from
SIACHEN, from KASHMIR to fund FOOD SECURITY - WHY NOT DISBAND the
ARMY, NAVY and the AIRFORCE?

In summary, the UPA just frittered away the Growth potential by
resorting to "Tactics of Normal Politicians to garner votes" instead
of a long-term vision...that too under a STATESMAN-LIKE ECONOMIST
Prime Minister! The PM had anyway decided to turn a volte-face to
the CORRUPTION in the TELECOM Sector which had begun to unravel in
2007 itself - The PM somehow was able to also DUCK the CASH-for-VOTES
SCAM - To be sure, the INDIANS were NOT bothered!

Most Indians are very well aware of the UPA's second stint powered by
a refreshed and stronger mandate. The second phase can easily be
termed "The POLICY PARALYSIS PHASE" - Nothing seems to be moving -
Neither files Nor the Govt itself - The Govt has attained the state of
Sthitha-Pragnya! The only thing which is moving is MONEY BEING
SUCKED BY ONE MINISTRY OR ANOTHER - The LATEST BEING "Coal Block
Allocation" etc - The startling point being that "EVEN AFTER the 2G
EXPOSE, NOBODY seems to be DETERRED" - They are in a hurry trying to
make a quick buck - desperate loot and scoot operations!

This appears very STRANGE to me - Does the UPA think that it will lose
the 2014 elections?
I DO NOT think so! In my assessment with Probability 0.65, the UPA
will come back to power and it should!! Well, the NDA does NOT SEEM
to inspire confidence, the left out are the GOONDA PARTIES like the
Samajwadi Party, Lalloo's RJD, the "nondescript, obnoxious and USELESS
CPM/CPI - The PSYCHOS of INDIA" - The Third front is a non-starter!

After all, INDIANS deserve the UPA - How can one envisage a better
government for the INDIANS than the UPA? INDIANS are corrupt to the
hilt, so is the UPA.."Most" INDIANS count among the MOST FOOLISH, MOST
GULLIBLE RACES - so is the UPA - Eg: "India CANNOT survive without
peace with Pak..Hence, ignore Bangladesh, Myanmar,Srilanka..Attempt to
Barter away Siachen.....immediately as General Kayani has said so" -
Such are the opinions of LIBERAL SECULAR INDIANS - How can the UPA
ignore?

The NDA should also learn a lot from the UPA. The NDA is also
CORRUPT..But, NOT as CORRUPT as the CONGRESS....So what, if it is in
the opposition....It can still make money..It cuts deals with the UPA
even now..But, not enough...The share should be atleast 65:35(Congress
will have to distribute 60% of its share among its allies). Instead,
the NDA wants to contest elections on the CORRUPTION PLANK! In
addition, the NDA has to learn to MANIPULATE the MEDIA in the states
it rules - buy some, crush some, blackmail some - Its record has been
pathetic - atleast in Karnataka - Even Andhra Pradesh is wracked by
ADMINISTRATIVE MALFEASANCE - Adm is STAND-STILL..But, see the
reportage!
Not many "SECULAR HINDUS" would vote for
the BJP even if "SOME MUSLIMS would VOTE". The BJP should be happy
with 140 seats - it will surely get this from its votebank! It can
make sufficient money with 140 seats - good enough for a HINDU
NATIONALIST PARTY, if not for a Secular one! It can prevent any GOVT
form taking FOOLISH DECISIONS on "KAShmir" or vis-a-vis Pakistan!
Hence, the BJP SHOULD STOP the MINDLESS infighting!
Its expectation that in 2014,
"The CLAMOUR for BETTER GOVERNANCE would triumph over ITS ALLEGED(even
though it NEVER SEEMS to take UP issues related to HINDUS these days)
COMMUNAL CHARACTER" is unfounded!!

Hence, the UPA can expect to WIN in 2014...Hence, it can remain in
power TILL it CHOOSES to - Atleast, it should institute reforms NOW!

I agree with you, Yashas, to a good extent. India, as a whole, is getting what it deserves!
