The problem can be deliberated later: Genesis,Vote-bank politics
etc......Assuming that there is a problem,the Solution space must
firstly recognise and respect certain facts and principles:
1. That illegal Migration is a Problem - an INTERNAL SECURITY ISSUE.
Demography of Assam has indeed undergone an unnatural change - this
has been borne out well by several reports - Governor's report,
Supreme Court Judgments, Intelligence Bureau reports, State
Intelligence reports, Directorate of Military Intelligence(north-East)
reports, Reports from Office of the General-Officer Commanding in
Chief(GOC-in-C) Eastern Command,Research and Analysis Wing(Bangladesh
Desk) etc to name a few.
2. ASSAM has a RIGHT to RETAIN and NURTURE its CULTURAL IDENTITY
atleast to an equal extent if not more than KASHMIRIYAT by KASHMIR!! -
This has been upheld even by BHARATA RATNA SHRI GOPINATH BORDOLOI, the
legendary Assamese leader and CM..more so an eminent
CONGRESSMAN.....further corroborated by SARDAR PATEL..even MAULANA
AZAD!
3. INDIA is NOT a DHARMASHALA into which ANYBODY can JUST WALK-IN by
HOOK or CROOK and DEMAND RIGHTS and enjoy entitlements - If NOT, then
INDIAN CITIZENSHIP can be ABROGATED and the INDIAN NATION can be
ANNULLED forthwith.
4. The problem should be SOLVED considering the REGION as a whole and
not just on the basis of NATIONAL DIVIDES......as DIRECT SOLUTIONS are
not FEASIBLE. the solution should be underpinned by Respect to basic
Human Rights...Example: DEPORTATION can be DONE with a modicum of
decency - Deportation need not be violative of Human Rights!
In light of the aforementioned points, the solution space range includes:
a. DIS-ENFRANCHISEMENT of Illegal Migrants so that they cannot
influence Electoral Results
b. DEPORTATION - This entails a robust engagement with Bangladesh or
if it fails DECLARE these people REFUGEES/STATELESS PEOPLE and follow
UN Conventions minus unwanted interventions from the UNHCR(Refugee
Commissioner)
c. PROVIDE them VALID WORK PERMITS SANS CITIZEN RIGHTS and a mechanism
to TRACK them!
d. Attempt to SEAL BORDERS - There is technology availble to do so
from ISRAEL if required!
The FIRST 3 require a SOUND and EQUITABLE mechanism to demarcate
INDIANS vs FOREIGNERS. this can be done in many ways(NOT EXHAUSTIVE):
a. LANGUAGE - Bangla Vs Assamese...DRAWBACK: there could be Indian
Bengalis also -
b. LAND RECORDS......DRAWBACK: There could be landless INDIAN LABOURERS
c. COMMON KNOWLEDGE - Villagers can identify each other to an extent
d. RELIGION..DRAWBACKS: There could be INDIAN MUSLIMS
e. CULTURAL TRAITS(apart from language) DRAWBACKS: Culture is MIXED
to an extent
f. TRIBAL CHARACTERISTICS, Anthropological features
g. OBVIOUS ONES... ELECTION ID, RATION CARDS etc Drawbacks: many of
the illegals have been issued such documents
one thing is clear: PERFECT SOLUTION is IMPOSSIBLE due to the DELAY
until now. At least 60-70% of them can be identified!
This SHOULD be done IMMEDIATELY and in Mission MODE..else it would
ENTAIL COLLATERAL ISSUES:
1. The DISPLACED PEOPLE would become a FERTILE GROUND for POTENTIAL
TERROR RECRUITS.
2. the BODOS and other TRIBALS could RISE in REVOLT
3. INDIA's ACCESS to the NORTH-EAST would be in jeopardy.
