Greetings IHE QRPH Committee members.

Please read and submit your comments for QRPH’s Change Proposal Ballot #1 by Friday, December 4, 2009 by 11:59 pm CT. Quorum is currently set at nine (9). To view the Roster for your current voting rights please visit here.  We encourage your participation so we can move the QRPH CP’s forward in a timeline manner. Below are the instructions to submit your CP Ballot for voting purposes. If you have any additional questions please contact i...@himss.org.

 

How to submit your CP Ballot #1:

Attached is the 2009 QRPH Change Proposals Ballot #1. It is in the form of an Excel spreadsheet listing each Change Proposal. A ZIP file accompanies the ballot containing the details of each Change Proposal.

There are two options in casting your vote:

If you approve all CPs:  
Email your approval response to Celina Roth, Jason Colquitt, and Ana Estelrich.  Enter the Subject Line in this Format: Company NAME, CP Ballot #1.

If you have comments on a CP or vote "No" on one or more  CPs:
Email your completed ballot to Celina Roth, Jason Colquitt, and Ana Estelrich.  Enter the Subject Line in this Format: Company NAME, CP Ballot #1.

All votes must be submitted on or before Friday, December 4, 2009 11:59 pm CT.

Organizations eligible to vote are identified on the Roster of the QRPH committee by a "Yes" in the Voting column.  See the Roster link on the Wiki. It will automatically direct you to the FTP site / files. Eligibility is determined on the last day of the email ballot, so if your organization becomes eligible to vote during the ballot cycle your ballot will be counted after eligibility has been acquired. This vote counts towards acquiring or maintaining voting rights.  Votes received from ineligible organizations will be notified of such prior to announcement of the ballot results.

Why do the QRPH CPs have numbers in the PCC domain’s CP numbering series?  Does PCC know we are taking their numbers – and potentially conflicting with them? These should QRPH-assigned numbers, starting at 001.  And the number should appear in the name of the file for each CP so that managing them through the file system is easier (we can see if we have missed one).

All,

After our last face to face I went on a mission to flush out the QRPH CP process.  We verbally agreed to the changes at the face to face on these CPs, but now need the formal mechanism in which to ballot the proposals.  PCC just went through this CP formalization process as well several weeks if not months back.  I have tried to stay consistent with the high level IHE CP process as well as both ITI and PCC in our process.  However in the true manor of “eating my own dog food”, I attempted to follow the process with this batch of CPs, but failed on a few steps. It seems that I had the title in as the files name as opposed to the CP-QRPH-xxxx-00 scheme.  I have corrected the names of the files on the ftp and the attached zip.  As for the numbering, I used the PCC CP template as the basis for my CPs and while the numbers do match the assigned QRPH number, the CP-PCC-xxxx-00 scheme is wrong on the Change Proposal ID field inside the template and should have the CP-QRPH-xxxx-00 scheme applied.  I have also corrected the zip files and the ftp files to reflect the appropriate CP scheme for the Change Proposal ID field.  Lastly for the seeding at 25, I knew that we had some CPs that have been worked previously outside of this process that I would like to bring in and at least have them documented in this scheme.  I did not know how many to account for hence the selection of 25 which should be more than enough.  See below the information I have placed at the bottom of our Committee’s root page http://wiki.ihe.net/index.php?title=Quality,_Research_and_Public_Health so that you can see the QRPH process in its entirety.  Please send more comments if this is not clear or if I have misconstrued some part of this process.  As mentioned below All votes must be submitted on or before Friday, December 4, 2009 11:59 pm CT.

The QRPH specific CP Process:

The following text explains what the process used by the QRPH commitee in processing submitted CPs. It is consistent with the general IHE CP process and is informative only.

  1. Submission into the Incoming Directory. This is typically done via an email to the QRPH Technical Committee co-chair in charge of CPs (currently Jason Colquitt) or by directly updating the directory if you have access to the ftp write password.
  2. First consideration by the committee. If CP is accepted it is given a CP #, assigned an editor, renamed to CP-QRPH-xxxx-00.doc and placed in Assigned Directory. If CP is rejected it is moved to Rejected Directory and submitter is informed of explanation for rejection. Likely reasons for rejection are: duplicate, merged, withdrawn or not enough information to understand the request. Rejected CPs can be resubmitted with more information for reconsideration.
  3. CP numbering is managed on the Change Proposal Master List page
  4. Committee works with editor to draft the CP. Versions are kept in Assigned directory and numbered -00, -01, -02, etc.
  5. Committee decides CP is ready for ballot. Latest version of CP is moved to Completed Directory and old versions are moved to Old-Versions Directory.
  6. Co-chair collects Completed CPs into a ballot. The Ballots Directory will be used for this.
  7. Ballot is released to the general community for voting
  8. Votes and comments are collected. All yes votes means the CP passed ballot and moved to Final Text Directory. No votes are resolved by the committee. Sometimes CP is withdrawn, sometimes NO voter changes to yes vote after explanations. CP may be updated in this process. If updates are insignificant (clarification only) the CP is considered passed. If updates are significant the CP is submitted for another ballot.
