Two Questions: GITB TDL Usage? & Who is working on the "API Architecture"

#1 last year there was discussion about possible use of 

Global Interoperability Test Bed / Test Description Language 

Still in consideration?  Use?  Something else instead?

#2 On the agenda last Wednesday (yesterday) there was an item "API Architecture" ... who is working on this and specifically to what does it apply?  Again I assume it is Gazelle API related ... but that may be a big assumption!
