Per voting procedures, the tied proposals are evaluated based on their scope (MaxUE / MinUE / WP). The proposal in which the more extensive scope fits within the max allocated effort for the development cycle is selected. As a result, the Reporting Worklist Prioritization proposal has been chosen.
