Recommendations for getting answers about C-CDA requirements

Does anyone have any recommendations on where I could go to ask questions regarding C-CDA requirements?  

For example, trying to find clarity around "Referrals to Other Providers".  I know that it should be defined under Plan of Care section using Plan of Care Activity Encounter.  However, I'm not sure on how to define the Referring Provider.  My guess would be the use of the performer element within the DocumentationOf/ServiceEvent and mark the functionCode=RP for Referral.

This is just one example.
