FYI: IHE RECON added to validator

PCC Implementors,

The NIST CDA Guideline Validation tool has been updated to add IHE PCC
Reconciliation of Diagnoses, Allergies and Medications (RECON)
specification. More document types will be added before the next
Connectathon in January 2013. Thanks.
