MESA test 511 problem

A Siemens engineer reported the following problem:

MESA Test 511 for Evidence Creators in KIN (see http://ihewiki.wustl.edu/wiki/index.php/MESA/Evidence_Creator#Evidence_Creator_Test_511:_Key_Image_Note_511) states that “113012:DCM:Key Object Description” needs to have a value of “Key Object Test 511”. However when I look into the Technical Framework, I can not find any requirement mention the Key Object Description. In DICOM Part 16, TID 2010 states that this content item is of Type User optional.
