I'm unable to run the app with tomcat the way it is. I get this:

Also I see you're not using any framework for this. This might work with some JEE servers who throw in the library themselves, but will not work with Tomcat or Jetty. You must use something like CXF or Metro for this.

I'm not much familiar with WSO2 and you might do better to seek help on their forums; though I agree it would be good to see a server example in the code/docs. I'll see if I can build a bare minimal server example.

Here's the demo project. Not much, but creates a war that can be deployed on any container.

I copied to the lib folder of the tomcat the jars that are in the lib folder of the zip (http://repo.maven.apache.org/maven2/com/sun/xml/ws/jaxws-ri/2.2.8/jaxws -ri-2.2.8.zip).
That must be your problem. On the problem with WSO2 I have not been able to fix it.
