Issuing Authority formatting

Dear all,

 

In Gazelle platform, we have a validation tool for HPD messages: https://gazelle.ihe.net/EVSClient/hpd/validator.seam?extension=IHE.

Following a comment from one of our users, I have a question regarding the formatting of the Issuing Authority attribute in HPD. Actually, the following three terms  are used in the underlying ISO 21091 standard:

·         Issuing Authority Name

·         Issuing Authority OID

·         Issuing Authority

I am wondering how you understand “Issuing Authority” (example for HcIdentifier – Issuing Authority:Type:ID:Status - ), does that mean that we are allowed to put either the Issuing Authority Name or Issuing Authority OID, or does it refer to something else ?
