need a signature of an 'authorized institutional representative' - who?

I'm trying to get some sequence data from the Internatl Cancer Genome Consortium (ICGC), and after filling in the lengthy form and application, I have to get it signed by an authorized institutional representative.  Basically I'm just promising that I will keep the data restricted to my group and that I won't share it with anyone else.

They won't let me sign this on my own behalf (though I've signed it already), but want an authorized representative.  Does anyone know who might be authorized to sign such things?

Note that no money is being exchanged.  The data is being shared freely but only to people who sign the agreement.
