Dear friends,

Sorry for the rush.
Here is the suggestion of a statement to be read in the Open Consulations tomorrow.
Please, give me your feedback asap so I can forward to the organizers.

Thanks!

From The IGF Remote Participation Project

To the IGF Secretariat

STATEMENT FOR THE OPEN CONSULTATIONS

Since the beginning of 2008 a group of Interested IGF participants from many civil society organizations has come together and has been voluntarily working with the concern to propose mechanisms that could enhance remote participation in the IGF Hyderabad.

This group proposed the creation of IGF hubs. These hubs would be local meetings, which would exhibit the webcast of the IGF as well as hold panels and roundtables, to discuss the themes of the IGF from a local perspective. This forum should serve as a stimulus or a starting point for the debate of local issues and implications and for the development of a network of interested people.

Until now, the following organizations have volunteered to organize local hubs:

Brazil:

Organization: City of Knowledge (University of São Paulo)

Egypt:

Organization: National Telecommunication Regulatory Authority

India (Delhi and Mumbai):

Organizers: Rajesh Aggarwal and Nikhil Aggarwal

Mauritius:

Organization: Internet Child Safety Foundation

The Internet Governance community can find more information in the page www.igfremote.com

Any interested party who want to organize a hub can get in touch with Mari...@diplomacy.edu or Virg...@diplomacy.edu

Please consider the following notes, made in orange. I understand that you may consider them too “strong”, but I think that we need to say this in order to be realistic, otherwise we risk not being able to carry out the hub possibility.  Comments invited, as Marilia notes, as soon as possible. Thanks! Ginger

We note with concern that the Secretariat has not acknowledged or supported this initiative to actively involve groups of stakeholders who do not have the resources to attend the IGF in Hyderabad. In particular, the lack of technical support information and collaboration are severely handicapping this effort. We invite suggestions, collaboration and affiliations for other regional hubs to include more under-represented and under-involved stakeholders.

The Internet Governance community can find more information in the page www.igfremote.com which will soon change to www.igfremote.org, which is currently in development.

I agree. Perfect.

I have also included a request for the MAG to get involved and the need to include the Hyderabad Organization on the discussion (see paragraph below).
Please give feedback.

The Working Group asks the MAG to give attention to this project in the meetings that will take place on 17 and 18 of September and to discuss the details required to move the project forward. It is of ultimate importance to provide the necessary information to the people involved and to formally include the Hyderabad Organization on this discussion.

Hello Ginger and all,

I have not enough acknowledge about Secretariat development, but as a lawyer i would prefer a diplomatic approach for this statement. So i suggest a small change in a specifc paragraph:

FROM:
We note with concern that the Secretariat has not acknowledged or supported
> > this initiative to actively involve groups of stakeholders who do not have
> > the resources to attend the IGF in Hyderabad. In particular, the lack of
> > technical support information and collaboration are severely handicapping
> > this effort.

TO:
We urge for the Secretariat support to actively involve groups and stakeholders who do not have
the resources to attend the IGF in Hyderabad. In fact, the lack of
technical support information and collaboration are severely handicapping this effort.

What do you think?

Best

Hi Raquel,

I can understand your concern about being more diplomatic in order to be more effective. However, I think we need to keep a strong statement, since our efforts have continually met with silence from the Secretariat.

What do you think about this intermediate wording?

We urge the Secretariat to acknowledge and support this and other initiatives to involve groups of stakeholders who do not have the resources to attend the IGF in Hyderabad. In particular, technical support information and collaboration are needed immediately to avoid severely handicapping this and other efforts.

Saludos,

Ginger

Dear all:

I circulated the hub proposal on the MAG list and some people comment it and said it was a good initiative. A formal specific discussion on it didn't take place though. But I guess the initiative will have the support of most MAG members and maybe formally from the MAG as a group.

KL

Hello Raquel!

I have changed the text and incorporated Ginger´s suggestion.

Ken,

I am very glad to hear that. It´s good to know that the proposal is being well received.
But we do need a formal support from the MAG (and the Secretariat) in order to have access to important information and to create a decisive synergy with Hyderabad Organization.

If you can help in any way to put this issue on the table for discussion, that would be great!
Best!

Hi Marilia, this sounds perfect already. I will let you know about the remote participation hub here at my end.  Still negotiating...

Hi Ginger/Marilia,

I would want to get a copy of this request so I could also show it to those concerned here at my end. Good job on both your efforts!
