News and Official hubs proposal

Hello all!
Please find attached the official hubs proposal that should be sent soon to the IGF Secretariat.
During the last month we had very interesting news. The idea of the hubs has spread in my of our mail contact lists and a great number of people have offered to help to spread the word. We counted on the precious help of Katitza and Carolina Rossini from the Public Voice and the people from Diplo Foundation.
Other organizations have showed interest to organize hubs, such as the Berkman Center in Harvard and the project City of Knowledge from the University of São Paulo, in Brazil. We received mails of interested individuals congratulating the initiative and asking questions about how to help to create a local hub.
I thank you all for the help so far and I ask you to continue to spread this idea. We also have very important things to consider, such as:
1- How we will proceed to register the hubs (maybe discuss it with the organization)
2- Restructure our homepage in terms of content and maybe create a forum where hub organizers can interact and exchange ideas.
