Here goes...

Only 17 counties are developing QT ref WEF so the ,majority of the UN members are not

Hence there will be a digital quantum gap as there is for AI

Can be excellent to develop new medications etc for health. 

Background - Will there be an intellectual property issue? Human race genetics groupings

Security will be an issue for developing nations? Who will protect or how will protection be made? Worry for small developing countries

 Baxkground-  Can be a UN Security Council issue? Geo-politics

Leave no one behind -  request for QT computing time for developing countries of those developing QT e. g. medications development

Need to consider regional issues. This is a large topic. Ref Unity and Diversity book from past UN Secretary General Kofi Annan UN History series. 

Personal note my Dad wrote the chapter on Asian regional initiatives so I know this book !!! He also knew Africa. 

Ethics of QT - we need to understand the issues over AI. Diversity and inclusiveness. Very important to look at culture, diversity, social and geopolitical systems.
