Change Help Page

I thought that instead of launching a huge text box, we could provide
more meaningful help from the help button by sending users to the
reference Page of the Website. I added the functionality using a
simple Browser Launcher (http://www.centerkey.com/java/browser/ -
doesn't rely on java.awt.Desktop.*), and a one-line change to the view
- Menus.fx file.
I propose we push this change to the IFCSoft parent.

One note, this was my first commit and I think I screwed it up. There
are two commits on AABoyles-ssog within ten minutes of each other.
The first one (without a description) is the operational change.
