There will be a Public hearing at the BOE on Tuesday, September 11th at 7pm. You can sign up online to speak at the BOE: https://tinyurl.com/HSTestify. If you prefer not to speak, then you can send an email to the BOE at B...@hcpss.org. (All email testimony submitted for public hearings will be uploaded as submitted to BoardDocs. Written testimony will not be edited before posting online—no personal information will be removed. It is recommended that written testimony submitted at the public hearing only include the constituent’s name.It is highly recommended that testimony sent via email be submitted as an attachment with only the constituent’s name included. Only the attachment will be posted online. If testimony is submitted in the text of an email, the entire email—including the constituent’s email address—will be posted.)
The BOE asks that you tell them which of the options you prefer to relieve overcrowding, especially if your child is districted for Howard HS. They also ask for other ideas to relieve overcrowding until the new HS #13 is built in 2023.
Please note that the open enrollment is the only option that is voluntary. The BOE had previously discussed and voted on allowing Open Enrollment after the Jump Start Program, and they haven’t tried it yet.
August 23rd BOE Meeting minutes:
Proposed Student Movement starting next school year (2019-2020)
1. Boundary Adjustments
"Boundary adjustments are also an option for SY 2019-20. The Board needs to consider its current policy considerations when making adjustments (changes to the policy have not yet been through the policy review and approval process). As demonstrated in the 2017 boundary review process, to access available capacity, changing boundaries in the central part of the county is likely. One option could be allowing the families currently living in communities that may be reassigned for the opening of New HS #13 the option to choose to attend Long Reach HS or Oakland Mills HS, based on possible future boundary, before any boundaries are approved by the Board. Projections and developments may change, and the Board is scheduled to review boundaries for the SY 2023-24 adjustments (to open New HS #13) in the summer and fall of 2022. There is no guarantee which families will be affected in the future with the opening of
New HS #13, nor does this option provide guaranteed relief at the sending schools."
2. Open Enrollment
"The proposed sending schools are Centennial HS, Howard HS, Long ReachHS, and Mt. Hebron HS. The proposed receiving schools are Glenelg HS, Marriotts Ridge HS
and Oakland Mills HS."
3. Temporary reassignment of the rising HHS 9th grade class annually to another receiving school (classes impacted 2019-2022)….Impacts current 5th-8th graders
Students would return to HHS for 10-12 grades.
"Annually, students from Bonnie Branch MS, Ellicott Mills MS and Mayfield Woods MS that would have been in the Howard HS ninth grade class are assigned to
Marriotts Ridge HS. The projected number of students from these feeder schools yields approximately 300 students, each year. After completing the ninth grade year, students would
transition from Marriotts Ridge HS into Howard HS."
4. Permanent reassignment of a single group of rising 9th graders (graduating class of 2022-23)…Impacts current 8th graders
"Under this option, rather than annually removing a rising ninth grade from a particular sending school, one entire rising ninth grade cohort would be assigned to an alternative location, and remain at the newly
assigned high school until graduation in 2023.
Students from Bonnie Branch MS, Ellicott Mills MS and Mayfield Woods MS that would have been in Howard HS
ninth grade class are assigned to Marriotts Ridge HS. The projected number of students from these feeder schools yields approximately 300 students. These students would remain

5. Ninth Grade Academy
Would involve rising HHS 9th graders until HS #13 is open (2023-24)
Would use Faulkner Ridge Center. Cost $34 million to renovate building.

I do think overcrowding is an area of concern for many. I know it is for me, even with my oldest only being in 3rd grade. There was a discussion about the options at this week's PTACHC meeting, as well as the public hearing. In short, PTACHC will not be taking a position, and no individual PTA said that they would be taking a position, either. Instead, the general approach seems to be to encourage parents to voice their own positions. This can certainly be done at the hearing, though i'm guessing the hearing will be heated and past capacity and that most will not get heard. Another option would be to submit your family's position in writing. I think there should be a post on the IES FB page noting the hearing, acknowledging the overlap, and stating the opportunities to be heard as both in-person and in-writing.

I am aware of this hearing, and understand its importance. I do wish that there weren't a conflict, as I would have attended the BOE hearing. That said, I don't think that it's feasible to change the meeting date that is printed in all of our flyers that have already been distributed. The timing is also problematic, as it is three business days before the meeting is scheduled to happen. I'm happy to speak with anyone who will miss the meeting to talk with them about the agenda and what went on, so I'll plan to post on Facebook to that effect in case anyone would want to take me up on it. This isn’t standard redistricting, there are a lot of radical options on the table that have the potential to directly impact all of our families, particularly those with children in 5th or middle school now. I think we should reconsider our meeting date and time to allow people to attend that meeting.
