Submitting a BEEEP article

(Jesse, I put this version on our discussion group ... which is I
think a good place to have this discussion)
If people want to submit a BEEEP article, here is how they can do it.
Go to the site. Click on BeeeP in the left nav. Then click on the
submenu BeeeP Submissions. Login and follow the directions in the
right column.
To submit an article you must have an account on our website.

You can make an account yourself. To post an article you must have
Publisher privilege. When you make an account, you don't automatically
get Publisher privilege. In fact you hardly get any privilege at all.
But it's the first step. You can send mail to this list and request
that added privilege.
