1) Yes, there will be a third level with some high-scoring items. This will only be reachable from a teeter-totter set in the proper position.
2) A ramp with rollers will essentially be a conveyer belt without the belt. It will look like a few dozen small cylinders that spin - essentially making the ramp a one-way affair unless your team can come up with a clever way to climb up.
3) Pictures of the twisting mechanism are attached. Team-colored scoring balls will be in the basket. They will drop when the mechanism is twisted as shown. I have a bunch of pictures of what we have constructed so far and will get them up on flickr or some other photo-sharing website very soon.

The rules are subject to change until the championship round of the competition. Our website is down right now because the EC server is down. We are currently communicating with teams via email. Attached is the current draft of the rules as well as a diagram of the course. I have just added your email to the mailing list.
