The paper presents an approach for hate detection of memes, based on the combination of the two most widely used paradigms.
The paper starts with the introduction where authors clearly explain the rationale behind the proposed approach. Next, authors present related work. They then present the proposed approach and evaluate its quality.
The paper is well-written and the explanation of the proposed approach is clear. The experiments are quite extensive (two datasets, comparison with other models, ablation studies, case study). I do not have major comments.
Detailed comments follow.
- I would suggest to conclude the introduction by explaining how the remainder of the paper is organized.
- Related work is well. I would suggest adding a table for further summarization.
- I appreciated the experiments. They investigate the model in depth and are also well written.
Minor comments follow.
- There are some typos, for instance “implement settings” instead of “implementation settings”.

To detect harmful memes, this paper presents a novel solution to merge the single-stream model and dual-stream model, especially with a sematic similarity based cross-modal association. Experiment results show that this method achieve better performance than existing solutions.
Strengths:
- a novel solution to fuse these modals together
- a good summary of current related work
- better detection results than existing methods
Weaknesses:
- you have mentioned three questions in the experiments. However, you haven’t given a clear solution to these questions.
- please check the English expression, especially the enumerate items on page 6

- Figure 2 needs to be redrawn. It takes up too much space and does not reflect how the CO-ATTN module works.
- Organization needs to adjust. e.g., Table 7 location at an inappropriate place.
- Innovation is not sufficiently prominent in the presentation. In Section III, the authors need to discuss more about the proposed Single-Dual fusion and the reasons why they are more effective.
