IE script not working for me

I've used all the ie.js versions and put them in my header. I'm testing in localhost with a website that works fine in IE9, but not in any versions lower. Especially ie7 is cracked. All the divs are everywhere. When i use the scripts nothing is happening. I'm testing in IE9 with browser mode on IE7 and 8. Does anybody has an idea what i'm doing wrong?
