Getting error when i am using IE9.js

I am facing some error when I am trying to implement IE9.js to my website. 

Currently, I am working on Tomcat Server on localhost to test my website and the browser I am using is IE7 (users' requirement, how i wish it is juz google chrome!). However when i run the website, it will show the message "Error on Page" on the bottom left corner of the IE browser.

I have attached the screenshots on my HTML codes, as well as the error I encountered.

Can anyone advise me on this issue?? thanks a lot!!
