As regards your queries, I suggest as follows:
1. Speak to AK Pati at BJEM school with my reference or the principal of DAV CSpur for a list of schools in BBSR and CTC. Start writing letters. Follow it up with phone calls. A media campaign will be premature at this stage and won't yield sufficient results. I also suggest that you add Rourkela, Puri and Berhampur to your list for the sake of propriety.
2. Pick local volunteers in each school as a point of contact. Cultivate them for the future.
3. Organise a mass event in collaboration with the Bar Council of Orissa sometime in February. I will help you in connection with the same.
4. In the interim, try and organise trips to those schools. Develop a "CLAT exam kit" for each school and circulate it en-masse so that you are able to build a rapport with each school across the state. Most of the schools I had interacted with wanted stuff like this.
You will need to sustain yourself through funding from trusts such as Palkhivala trust, Tata trust etc. Don't expect any funding from sources other than those who stand to directly benefit from it (private law colleges).
