Hi Ram,
The VM you downloaded is customized for direct usage and many people use the same. So, i think, the problem should be related to the environment in which you are running the VM.
Please check the below points:
1) Do you have enough memory on your physical machine?
2) Check if the intel manager service is up.
Run the following in the command prompt:
service intel-manager status
3) Restart this daemon, if required.
4) Give a few mins for the portal to come up after the service restart.
Do let me know if you are still not able to see it working..
