Workflow, is there a bug of not?

Hello!
I learn workflows and i try to maintain workflow.  I have 3 nodes and i want to enter start node but the list is empty.

then i try to push link and  i turn out in the empty wotkflow window (may be it should be a node window?).

Is it right behavior of this link?

additionaly: it has fixed when i change type of workflow to wisard, to choose start node and to turn back type of workflow to general.
