Validation Rules at Client level ?

Hi,
In our SaaS environnment, I have several records in AD_UserDef_Field table.
When I need to add (or override) a validation rule, I create it in System and use it at client level. I add the client's name as a suffix.
Wondering if it would be better to allow creating them with the correct AD_Client_ID.
That would avoid this 'pollution'.

The change would be :
- AD_Table.AccessLevel -> System+Client
- AD_Tab.IsAdvancedTab = Y
- AD_Tab.IsAdvancedTab = Y
