Effect of the Maintain Change Log checkbox in the Table window

It seems like the checkbox mentioned in the title has no effect. When unchecked, a change log is still maintained for the table. Nor is it used to set the default Allow Logging value for new columns added to the table; when unchecked, new columns still default Allow Logging to Yes. This occurs in our iDempiere 4.1 environment and at test.idempiere.org. Is this a bug or am I misunderstanding the purpose of the checkbox?
