Missing plugin after restart

Hi Community,

We just realized that after restarting idempiere our pluggins are missing. We use plugin v2 for Idempiere v3.

Here are the steps we use
1. osgi> install file:/home/idempiere/installer/plugins/lco/org.globalqss.idempiere.LCO.withholdings_2.1.1.v20150220-1616.jar
Bundle id is 185
2. osgi> start 185
3. osgi> ss
179     ACTIVE      org.zkoss.zk.library_7.0.3.v20150521-0243
185     ACTIVE      org.globalqss.idempiere.LCO.withholdings_2.1.1.v20150220-1616

After restarting and execute ss command, bundle id 185 is missing.

Is there any missed step here?
We use the same step for Idempiere v2 and plugin runs normally.

These are what we're using
Version     : 3.0.0.v20150521-0243
Database Version  : 20150521_DailyBuild423/201505201243_IDEMPIERE-2625.sql
JVM                     : OpenJDK 64-Bit Server VM 24.79-b02
OS                     : Linux 3.16.0-4-amd64 Debian Jessie
Postgre                 :   9.4 64-Bit

maybe you try suggest at ticket.

for me, i always include all plug-in and build it by myself.
