Question regarding Display Logic

Hi

 I have a question regarding Display Logic, when I a field shown with the following display logic: @Record_ID@=0. As I see it, the statement will never become true and if that is the case shouldn’t the field then set to not active?

I don’t have a use case for this one, but I was curious as this display logic is used in the window “System Issue Report” and then I thought, are those fields shown at all?

If the fields are not shown, would it not make sense to set the field Active to false on these records?

I think it not same.

inactive normal is filter in anywhere. but undisplay isn't filter 

example: I see in import, export translate inactive is filter
