contextual help per ad_client

hi, 

i want to enable context help per ad_client. use case: power user should able to enable contextual helps for his users.(make an accurate contextual help about business processes etc.)

my idea

solution1. window customisation (ok. but too complicated to maintain)

solution2. context help new field -  ≥ if info type then select an exact info window etc. (i prefer this)

any idea suggestions pls. maybe someone should know how to do it.
