how to config owner of warehouse

In idempiere. a warehouse haven't owner.
in move inventory, user can select any "locator to"
how to prevent user move wrong locator?

seem this thread is for limit access record.
my request is diff.
I can more clear it.

Example I have some warehouse wh1, wh2, wh3.
role r1 is owner of wh1, 
role r2 is owner of wh2, 
role r3 is owner of wh3, 

user u1 in role r1, r2
user u2 in role r2, r3

when u1 make inventory move from wh1 => wh2. he use inventory move document and not need confirm.
when u1 make inventory move from wh2 => wh3. a move confirm document must create for user in role r3 confirm.

only config, can I make it?

Create two windows; w1 and w2.

 In w1, restrict the document type so that only the normal inventory move without confirmation document could be used. Restrict the "To Locator" field to those locators corresponding to wh1 and wh2.

 In w2, restrict the document type to only use the movement with confirmation. Restrict the "To Locator" to only be able to move to the locators of wh3.

Give u1 access to w1 and w2.

Give u2 access to w3 and the Confirmation Window.

Not a very elegant solution... but it something.... to sum it up, create new windows that have that business logic and give the corresponding access to the users.

Thanks for detail description.
This solution is acceptable. but how to restrict To Locator. with reference "Locator (WH)", i don't see reference key or dynamic validate

You have to create a new reference/dynamic reference that manages that logic.

1. In the Window called "Window,Tab and Field" go to window that you have created.
2. Go to the Tab corresponding to the movement lines.
3. Go to the tab corresponding to the Fields.
4. Select the "Locator To" Field.
5. Find the "Reference Overwrite" combobox and select "Table Direct". When you do this, the combobox of dynamic validation will open up.
6. Create a dynamic validation corresponding to the business logic you wish you implement.
7. Use the dynamic validation created in step 6 in what was described in step 5.
