New about page in iDempiere

Hi, community,

As it was discussed in the last committee meeting. We decided to publish the mission and vision statement, value proposition and the project values.

These tools will help us align the community towards the same goals and the project values state what we give and expect from any community member.

I created that page under https://www.idempiere.org/about (I know, the general website design should be improved but it's better to move forward with what we have now than waiting until we decide what to do with the website).

I took the liberty to add two small sections:  What is iDempiere? and Any questions? the latter with the purpose of routing newcomers to the right channels if needed.
