IDEMPIERE-7103 CSV Import fails with WrongDataType on "Timestamp with Time Zone" columns (#3365)

Export and import DisplayType.TimestampWithTimeZone values using the
new DisplayType.DEFAULT_TIMESTAMP_WITH_TIMEZONE_FORMAT
(yyyy-MM-dd HH:mm:ssXXX, e.g. 2026-09-15 22:00:00-03:00), following
the same approach used for Date, DateTime and Time.
