* IDEMPIERE-6650 Performance - Implement support for using the uuid postgres datatype (FHCA-7074)

- Document recommended change for the generate_uuid function for PostgreSQL >= 18

* - add comment to migration script, to make it available within installers

* - implement suggestion from Heng Sin

* - move change to its own script, because it's not a comment anymore
