(Repair question, offtopic) Brown screen

Sorry for being noisy, but I'm low on c64 related resources, and I
failed with google so I'm trying here...

I just got a breadbox from a colleague, it's in great shape from what I
can see, but it's just giving me a solid dark-brown screen when I turn
it on, I read somewhere that it might be the basic chip, and in that
case it'd work with a cart. I tried putting in a cart, but no luck. I've
measured voltages, when the system is turned on I get:
9 V AC: 5,7 volt
5 V DC: 3.9-4.2 volt (it fluctuates ever so slowly between these two)

I'm wondering if the PSU might be bad, without load I measure 5.1 volt
DC and something arund 7 volt AC, but I'm reluctant to try a known-good
psu as I might fry it..

Suggestions to what might be wrong, and steps to take from here are most
welcome :)

Hello DusteD,
first, do not put any card onto C64. One possible method for identifying which chip is broken, turn on C64 for a short time. Open the case and carefully put your hand on the chips. The broken one is generally very hot.

Hmm, they all get pretty hot =( I'm afraid this one is a lost cause,
after 4 minutes (in celcius with infrared thermometer):
cia: 30/32
Basic/char/Kernal roms: 30/28/32
Cpu: 44
Sid: 38
Pla: 47
Vic: 51
Before boot: 21 c.

Pretty sure everything is dead in there, but thanks anyway :)

Just opened my breadbox. Most of my chips keeps a temperature from 27
to 32 celcius. No one reaches 47. Sorry!
