I had the same problem, i think it was a problem with the page of Icy, but today i was able to download and install it correctly.

I can't download the Icy software. I'm from Brazil and use windows 10, 64 bits. I already installed Java 8 and VC++ redistributable package. I already tried to disable the antivirus. I’ve also tried several different browsers.
When I try to download, the following message appears: 403 forbidden.
I don't know what to do anymore. Please, help me.
