Unit Overview
Digital Development Global Practice
The Digital Development (DD) Global Practice is part of the Bank’s Infrastructure Practice Group. Collaborating across technical, geographic and institutional boundaries, the Digital Development team helps design and deliver ICT-enhanced solutions to a diverse
range of clients. The team supports clients through (i) advisory assistance to establish policy and regulatory environments that allow the widespread use of technology and create a trust environment; (ii) lending operations by building infrastructure to connect
the unconnected, enabling digital government shared platforms (cloud, digital, identification, etc.) or promoting development of digital skills and innovation.
The DD Global Practice comprises regional units and cross-cutting knowledge units. One of these is the East and Southern Africa Unit (IDD04). The Extended Term Consultancy is within this unit.

Duties and Accountabilities
The unit is looking to recruit a Senior Digital Development Specialist under an Extended Term Consultant (ETC) appointment to be based at the World Bank office in Pretoria, South Africa.
The Senior Digital Development Specialist is expected to:
• Participate in missions and in supervision of projects in the sector as a technical expert; interact with clients at the policy and senior management levels, organize and manage policy development and evaluation papers in collaboration with sector agencies
and donors.
• Contribute to the design, preparation and supervision of World Bank Group financed digital development related investment and policy reform programs in client countries with a particular emphasis on stimulating development of telecommunications markets through
Public Private Partnerships (PPPs), State-Owned Entity (SOE) reform and regulatory/policy interventions.
• Advise clients on strategies, best practices and design of programs to develop the foundations of their digital economies. This may include participating in complex technical assistance activities and providing ad hoc technical and strategic expertise on
the design of the overall policy, legal, regulatory and institutional framework for the ICT sector and wider digital economy as well as IT functions and digital services delivery within governments.
• Participate in complex technical assistance activities and provide ad hoc technical and strategic expertise on the design of the overall policy, legal, regulatory and institutional framework for the development of the ICT sector in client countries, including
development of National ICT / Digital Economy Policy and Strategy documents.
• Provide technical expertise and advice on a range of ICT policy and regulatory issues to promote competition, investment and innovation in the telecoms sector with the aim of boosting affordability, service quality and access to digital connectivity by citizens,
businesses and governments and to stimulate the downstream development of value added digital services.
• Provide technical expertise and advice on policy, institutional reform, project development and execution to support the digitization of public administration and public services delivery in client countries.
• Provide input on digital issues in key documents such as country partnership frameworks, country economic memorandum, country private sector diagnostics, etc
• Liaise and provide guidance to colleagues working in other sectors (including agriculture, health, education, energy, financial services, transport, etc.) on how to leverage digital technologies to improve public service delivery and efficiency in the respective
sectors and to stimulate digital innovation, entrepreneurship and investment and creation of digital jobs in those sectors by private sector actors.
• Work independently under general direction of unit manager, and guide and mentor junior staff.
Selection Criteria
• Master's degree in telecommunications, engineering, law, economics, public policy or related field with minimum 8 years of experience in ICT / Digital Economy policy
and regulation and/or ICT / Digital Economy project design and implementation equivalent combination of education and experience.
• Firm understanding of digital technologies, digital transformation of society, and digitally enabled business models in LMIC.
• Practical experience and knowledge working on telecommunications market reform, including reform of state-owned entities (SOEs) and structuring of Private-Public Partnerships (PPPs) in the telecommunications sector.
• Analytical skills, preferably both quantitative and qualitative, and familiarity with financial and economic analysis work.
• Strong project management skills to manage multiple deliverables simultaneously and deliver in a dynamic environment as well as the ability to implement projects involving a wide range of stakeholders.
• Excellent written, verbal communication and presentation skills in English as demonstrated in a proven track record of effectively delivering technical information and data in a clear and effective manner.
• Willingness to travel on occasional missions in the region if required.
