The Democratic Republic of East Timor has received financing from the
World Bank toward the cost of the Second Chance Education Project
(“the SCEP”) of the Ministry of Education of the Democratic Republic
of Timor-Leste, and intends to apply part of the proceeds for
consultant services of National EMIS Advisor. The services include:
- Management, control, and maintenance of the EMIS,
ensuring the smooth operations of the database;
- Provide support to the national staff to ensure
correct use and access to the EMIS;
- Perform acceptance tests, coordinate installation of
new systems components and carry out post-implementation evaluation;
- Perform database administration and supporting tasks,
both administrative and technical in nature, to enhance the operations
of the EMIS as required by the Ministry of Education;
- Work closely with the IT Department of the Ministry
to ensure that hardware/network works without any problems and EMIS is
available un halted. Also securing the EMIS data by taking periodic
backups & preserving them in archive;
- Strengthen the capacity of the regional and district
offices to input EMIS data.
Qualifications
Criteria for selection of the consultant:
· A University degree in computer Science, Information Systems
Technology and other related fields. Post-graduate degree on
Information Technology will be desirable.
· Experience in design and development of database for
companies, government departments or international development
agencies, including experience in training staff.
· Good working experience in SQL Server 2005/2008. Must have
ability to maintain SQL Server databases and writing T-SQL scripts for
data extraction.
· Able to install and configure SQL Server 2005/2008.
· Solid foundation in mathematical analysis and working
experience in acquiring and analyzing large amounts of data and making
charts
· Familiarity with web servers and how to host a web application on it.
· Should understand at least one Microsoft .Net programming language
The assignment is planned for 4 months with possible extension of 2
months and is expected to commence as soon as possible.
The Ministry of Education of the Democratic Republic of East Timor now
invites eligible individual consultants to indicate their interest in
providing the services. Firms are NOT invited to propose individual
consultants. Interested consultants must provide information
indicating that they are qualified to perform the services (brochures,
description of similar assignments, experience in similar conditions,
availability of appropriate skills, etc.).
A consultant will be selected in accordance with the procedures set
out in the World Bank’s Guidelines: Selection and Employment of
Consultants by World Bank Borrowers (May 2004).

Expressions of interest must be delivered to the address below by 2nd
February 2012.
