Fellow ISCEI members and supporters,

Welcome to our new forum promoting the discussion and dissemination of the school effectiveness and school improvement research. I have been asked by the board president Tony MacKay and president-elect Lorna Earl to help shape the future direction of the ICSEI Express.

The ICSEI EXPRESS format has been revised and renewed as of July 2010. This reformatted ICSEI Express will be issued three times a year in March, July, and October.

This first of the reformatted editions will be formative and will telegraph (for digital immigrants) or tweet (for digital natives) many of the changes coming. We want you to please feel free to make suggestions as to future iterations as we move forward. It is your forum in which we are trying to reflect your interests in the realm of school effectiveness and school improvement.

We hope you will participate and enjoy the new format.

ICSEI Digest

We will be accepting submissions of shorter articles from the previous and upcoming congresses for peer review and possible publication. About 4 of these will be published in digest form of about 500-1000 words. For those interested in submitting a DIGEST article use the same format at used in the ICSEI journal but email it to ac...@unb.ca or and...@unb.ca. Please remember 500-1000 words and emailed by September 30th, 2010. We are particularly interesting in submissions from ICSEI participants who were participants at 2010 (Kuala Lumpur), or who are intending to present at 2011 (Cyprus), and 2012 (Malmo).

ICSEI Congress

Cyprus 4 - 7 January 2011

ICSEI 2011 will be focusing on linking research, policy and practice to promote quality in education. This points to both an expanded range of inquiry and an intensified focus on establishing stronger links among researchers, policy makers, and practitioners in order to promote quality in education. The congress will focus on the following themes:

  • Leader learning and learning leaders: Tracing implications for leaders and leadership in supporting learning
  • Methodological Advancements in Research on School Effectiveness and Improvement
  • Educational policy-making and the politics of change and improvement
  • Professional development and professionalization in education: Using different approaches to improve teacher effectiveness

Participants are invited to present proposals discussing approaches to promote quality in education. We encourage proposals that examine how researchers, policy makers and practitioners work together across roles to create more effective schools and systems. Individuals or groups submitting proposals are asked to reflect on one or more of these themes in their papers or presentations. All conference presentation proposals must be submitted by the 10th of September 2010. An email to confirm receipt of proposals will be sent within a 48-hour period.

Methodological Advances in Educational Effectiveness Research

This Pre-Conference aims to provide students and early years researchers with an introduction to various theoretical and methodological issues in designing rigorous ERR studies and to provide a conceptual map outlining various steps in the research process. The course will illustrate these themes with special sessions on multilevel modeling approaches and the contribution of mixed Methods designs.

"State of the Art" Sessions

"State of the Art" Sessions are sessions where knowledge in the three core areas/strands of

  1. school effectiveness,
  2. teacher effectiveness and professional development, and
  3. school/system improvement is reviewed, assessed and codified with additional thinking about what needs to be done to develop them.

Musings and Photos from Malaysia 2010

The 23rd ICSEI Congress took place in the picturesque Kuala Lumpur (affectionately known as KL by locals), capital of Malaysia. Our venue was the impressive Kuala Lumpur Conference Centre with the Petronas Towers standing sentinel over the proceedings. From the time of registration, one was already struck by the graciousness of our Malaysian hosts, with warmth to match the temperature outside. The opening ceremony was attended by a number of high-ranking government officials and a few of us even made our first television appearances as the Malaysian media converged on the ceremony. The media presence underscored the importance that Malaysia places on education.

The conference themes focussed on providing quality education with equity, under the following themes: improving the capacity of school leaders and teachers, matching teaching to learning needs, policy development for sustainable change, and innovative practices for school improvement .

ICSEI Connections

The Announcement of the 2nd International Conference on School Effectiveness and School Improvement in China
To promote educational effectiveness and school improvement research and practice, Shenyang Normal University in China and Tribal Group in the United Kingdom will host the 2nd International Conference on School Effectiveness and School Improvement in China (the 2nd ICSESIC) on October 21-23, 2010 (This is also the 3rd Meeting of the Educational Effectiveness Academic Committee in China) at Shenyang which is the 6th largest city in China with three world cultural heritages within the city (see page 3-6) . The conference will invite Prof. David Reynolds from the University of Exeter in the UK, Prof. Philip Hallinger from Hong Kong Institute of Education, Prof. Anthony Mackay from Australia, the representative of Tribal Group and national scholars to deliver keynote speeches. Meanwhile, warmly welcome foreign and domestic scholars, policymakers, educational researchers and practitioners to participate in the conference and to deliver your research findings. We look forward to your participation!

From the President:

As ICSEI members will know each year an ICSEI symposium is held as part of the annual American Educational Research Association Conference (AERA).

The theme of the ICSEI Symposium has been designed to further explore key areas of debate and dialogue emerging from our annual ICSEI Congress. “Emerging Paradigms in School and System Effectiveness, Improvement and Transformation” was the title for the 2010 session held in Denver.

In 2009 the ICSEI Symposium at AERA in San Diego focussed on emerging tensions in the interplay between policy, research and practice and school effectiveness, school improvement and innovation and transformation.

This year the proposition was that we should ensure these tensions are productive and creative – not looking for either / or approaches but rather both / and.

As the ICSEI movement has grown and matured we have been addressing questions of ‘improvement’ both at the school and ‘system’ level – and the scope and limitations of ‘improvement. ‘ In particular there has been a pressing question around what new paradigms may be needed to effect innovation and ‘transformation’ – in research approaches, in policy making and in school and system practice. Contributors to the 2010 ICSEI Symposium included Professor Lorna Earl, Professor Daniel Muijs, Professor Louise Stoll, Professor Linda Kaser and Professor Ben Levin.

Our dialogue and debate centred on how we can remain focussed on improving educational outcomes across all schools, for large numbers of students, and on a broad range of outcomes – while simultaneously investing in innovation which we know is essential to learning and further improvement. Clearly we need deeper and wider use of existing knowledge about good teaching and learning and the leadership and professional development required to apply this knowledge. There also needs to be clearer agreement about what needs to be transformed, how this needs to happen and how the benefits can be harnessed from investment and effort in innovation.

The 2011 ICSEI Congress, to be held in Cyprus in January, will provide the opportunity for further exploration of policy, research and practice designed to advance school and system effectiveness. It will also focus on the innovation capable of transforming schooling in ways that will advance the ICSEI mission of enhancing the quality and equity of education for all students and help prepare them for a changing world.
