Sending files B\T computers both using internet connection sharing

I'm using Win98se with internet connection sharing.
I can send and receive files from other people not using internet connection
sharing but can't with friends that are also using it. Does anyone know how
to fix this problem? My ICQ# is 14384299 and I'm using ICQ2000a built #3143

Unfortunately it's a Windows problem, not ICQ's. The networking doesn't
allow this to work.
