Request for Definitions: “Access Right” and “Access at the Citation Level”

Hi DDI Users,
I’m hoping to get clarification on the terms “access right” and “access at the citation level” as they relate to DDI standards. We're reviewing some metadata elements and want to ensure we're using these terms accurately and consistently.
If anyone can provide definitions, examples, or point to relevant documentation, it would be greatly appreciated.

Which product are you referring to? In DDI-Lifecycle accessRights is an available Dublin Core element available wherever we provide a citation option. It inherits from rights. That's all the direction Dublin Core provides. The DDI element is Access which covers type of access, citation requirements, restriction dates, restrictions, depository requirements, and content. 
In DDI-C it is also the Dublin Core element. DDI access information is located in dataAccs and in metadataAccess (coming in 2.6). dataAccs is a complex element covering set availability, a use statement and notes. metadata access will mirror this structure. There have been additions in 2.6 adding type of access controlled vocabulary and some other items.

DDI-CDI also has an AccessInformation as part of CatalogDetails. AccessRights in CDI is also the Dublin Core element.
