When I import the "ball.svg" file to IcoMoon, the glyph created is only the thicker outer circle.

I'm using Safari 8.0.2 on OS X Yosemite 10.10.1, the SVG is generated in Adobe® Illustrator® CC Tryout 2014.1.1 Release v18.1.1.

Right now I have about fifteen minutes experience in using Illustrator, normally I'm a web application developer working with Django and ASP.NET MVC 4.

IcoMoon ignores strokes. You should convert them to fills. After selecting your strokes, try Object > Expand.

I have a lot to learn :)

Strokes versus fills versus paths!

Thank you, looking good so far.
