I am going to make a try to interpret. Of course we wait for the answer of the master or expert in the field, but maybe we can all learn through trying and maybe other members can join.
Hexagram 9, Wind and Clouds/ Passive Restraint, changes, by the changing line 3, into Hexagram 61, Inner Truth.
Hexagram 9 predicts, based on others' interpretations (Legge, Wilhelm/ Baynes, Blofield, Liu, Ritsema/ Karcher, etc) success. At least to some extent, as, according to Blofeld, "The wind blowing across the heavens does not have the nourishing virtues of rain, but it refreshes us and makes us feel better. Thus, if things are going reasonably well with us, we may expect an improvement, especially in the future when, presumably, the nourishing rain will fall."
For Liu, this means: "Taming the Small Powers: success. Thick clouds come from the west. No rain. [This situation symbolizes the preparation which precedes a new development.]"
Maybe the business is going towards some change, towards a new phase, maybe your friend needs to consider change management, as projects and businesses always need this, and she should take into account the context and competition from similar businesses.
When it comes to changing line 3, though, according to Confucius/Legge: "Line three is like a husband who cannot maintain correctly his relations with his wife." Not sure what this means, Maybe relationship with sponsors?
Hexagram 61, refers to sincerity, inward confidence, "Take the middle road and avoid extremes." -- D.F. Hook. Maybe your friend needs to consider the situation carefully. Legge says, "There will be advantage in crossing the great stream. There will be advantage in being firm and correct." I am thinking firm and correct refers to taking rules and laws into account? They are crucial for businesses and projects. Or maybe this refers to relationships with team members, collaborators? Aspects a project manager should take into account at any time.
